Formerly two, deteriorated multi-tenant office and industrial distribution buildings, these deteriorated structures were transformed into a public services center to serve the residents of West Sacramento.

An outdoor public plaza with children’s play areas, seating and landscaping was created between the buildings. Exposed steel trusses, guardrails and metal roofing finished in bold colors architecturally link the buildings. An at-grade building houses Social Services, Community Partnership and G.A.I.N. federal assistance and job training programs. The adjacent dock-high building contains a host of public medical services agencies, including mental health, alcohol and drug programs, public health, the W.I.C. program, and the Salud Clinic for public-assisted and indigent medical care.

A substantial effort was made in the programming phase to resolve the priorities of 10 departments — similarly, the County and CJA were heavily involved in contract administration, a factor that dispelled opportunities for delays, claims, misunderstandings, and an unreasonably large paper trail.
